Is there anyway to do this? Some googling reveals I can use workgroup manager to do it on OSX server - but it seems this only applies to user's themselves and not the folder itself.

Look for messages having large attachments. Change your View - Reading Pane setting to Hidden. Then Right click on the column names and choose to display Size. You can drag the Size column to the left. On your Mac, click the Finder icon in the Dock to open a Finder window, then navigate to where you want to create the folder. I'd like to limit a folder size to a fixed maximum - regardless of the user in question.
I'm under the impression it might be possible to do this by creating a disc image of a specific size and sharing that - but I'm wondering if maybe there is a way that makes more sense besides that?

Mac users are changing default folder size in finder because of it’s very small. So we can not view images or Filters inside the finder at a glance without opening it in a preview. But for the security purpose,++ some folders/ images need to keep small So no one can directly see your data at a glance. But for the temporary time, we can customize or change Folder or Image Size in Finder using resize view option.

Steps for Change Folder Thumbnail iCon or image size on Finder from Mac and MacBook
1: Open Finder on Mac. Go to your Folder that you want to increase the size of Files, Folder, and Images.
